Add a new persistence for Jobs Service based on PostgreSQL, this will be important to keep the same database, once Quartz is already configured to be used with PostgreSQL.
Note: this persistence is for the internal Jobs Service model, this is NOT the persistence Quartz uses to manage jobs.
Operators provisioning and configuration should be considered.
