Description
Follow up of KOGITO-1771 and KOGITO-1999.
If the build is running, before triggering another one. we need to decide what to do:
1) The operator does nothing since there's a build in place
2) Cancels the running build and starts a new one since the BC has changed
We can also use this JIRA to discuss other relevant use cases.
