kogito-runtimes: No more snapshot deployment happening on runtimes because of missing distributionManagement tag

      Since consolidation kogito-runtimes cannot be deployed to maven repository as there are no longer dependent on kogito-bom-parent which has been deprecated.
      But the <distributionManagement> tag has not been migrated.
