Add application configuration to Quarkus Extension

    Description

      Right now we are reading application.conf but Quarkus also supports yaml.
      In the quarkus extension we need to get the config values injected, and then parse those as we do with properties.
      Especially delicate for rule config where kogito.rules."fully.qualified.Name".property is used
