Create pipeline to automate versions updates prior to release

The purpose of this task is to automate the following tasks:

• Update the quickstarts version to the current one about to be released (https://github.com/jboss-container-images/rhpam-7-openshift-image/tree/main/quickstarts)
  • update on the release branches only 7.13.x-next and 7.13.x-blue-next
• Update branches references on
  • every possible file in the rhpam-7-openshift-image repository.
  • every possible file in the rhpam-7-image repository, if any.
  • make sure that the documentation links, if exists, points to the correct one
  • Update CRx builds using the cacher:
