Create a Job on CI to validate CeKit yaml descriptor files

Description

    Today, there is a kind of modules.yaml validator within the cekit-cacher which is used to edit the module.yaml file when updating these files with the latest RHPAM/DM artifacts.
    We need to split it into a separate library so we can reuse it to create a CI job to validate image and module yaml files.
