The tests are sometimes failing due to the on-pull-request pipeline not being in a state of Canceled or Cancelling. 

This test used to be stable, but now it occasionally fails because both pipelines are reported as Running (see a screenshot).

Current test flow:

• test merges the PR via API
• test clicks the application breadcrumb link
• test goes to Pipelines Runs tab
• test checks that the on-pull-request pipeline is Cancelled/Cancelling
