Infra team would like to monitor the system and report the notifications automatically.

To achieve the goal,

1. infra team would generate configmap with specific labels automatically.
2. UI would featch those configmaps and shown it properly. 
   • The current idea is tracked by one bell icon on the main page.
   • When there is any auto notifications, the bell is blinking.
   • When users click the icon, one modal would be shown and auto notifications would be listed and shown nicely.
