Add a check for gating to the stage environment. Check if the version of HAC-dev and HAS are compatible using `can-i-deploy`. If so, allow a merge. If versions are not compatible, block the merge. If the versions are not tested together, verify them during this job run or let devs know that those versions are not tested together so they can trigger the check manually. 

Decide the best approach and implement it.
