Problem Description

There is a significant skew in experience creating image pull secrets when onboarding a component ("Create build secret") vs. adding secrets in the workspace generally.

Notably:

1. The "Secrets" flow allows both the .dockerconfigjson and .dockercfg formats. "Create build secret" only allows the .dockerconfigjson format.
2. The "Secrets" flow allows labels to be added to the build secrets. "Create build secret" does not let you add labels.
