Feature Overview

When a user signs up and imports their first component, there is a small (but nonzero) chance that the service accounts used to run the first build have not been granted the appropriate set of permissions. The first build should be delayed until the service accounts have been granted the correct set of permissions. In the event of significant/noticeable delay, the console should indicate the delay to users.
