When running against a stage, don't remove the application if any test failed. The application will stay there and make debugging easier.

When running during a PR check, remove the application even for a failed test. In a PR check, we deploy the local Konflux backend, and it's wiped when the PR check ends, so we should still test the application removal in this case.
