ARO with managed identities cluster has pre configured OICD issuer, in this use case the console and OLM infra recognize the cluster is in STS/federated credentials mode and provides a convenient way to the operator to consume the created identity.
In this spike we should validate the workflow in self-managed cluster with manually configure OICD issue does not diverge from the current OSC code implementation for the STS flow.

Steps:
1. create a self managed cluster and configure OICD issuer
2. Try to install and follow current workload identity implementation
