Goal

Goal of this EPIC is to extend the existing OSC operator logic to support GPU-non-CC and GPU-CC functionality.

Why this matters

For OSC product to detect the GPU-CC nodes and enable runtimeclass management, these extensions are critical.

Acceptance Criteria 

The Epic is complete when all the associated issues are complete for extending the following capabilities in OSC operator:

1. Automated Hardware Node Detection for GPUs
2. RuntimeClass Management for GPU Workloads
3. GPU-CC enabled node detection
4. Enable RuntimeClass management for GPU-CC workloads
