Current existing test case, the trustee url is added in the worker nodes /etc/kata-containers/kata-tdx/configuration.toml, with the TP released, the trustee url is added by pod annotation.

We need to fix this first.

The test cases include:
OSC-332 - [CoCo] Boot a CoCo pod to retrieve a key from trustee
OSC-335 - [CoCo] Start deployment with initial 2 replicas and then scale up to 5
OSC-336 - [CoCo] Start deployment with initial 5 replicas and then scale down to 2
