Summary: Update ReleasePlanAdmission configurations just before release

Description: Update ReleasePlanAdmission configurations as close to release as possible to avoid forcing reverts if release timing changes. The ReleasePlanAdmission is used for official releases, so updating its version too soon could force us to revert.

Acceptance Criteria:

• Update product_version field for new minor versions (1.x)
• Update labels applied for both minor and micro versions (1.x.y)
• Update both prod and stage environments consistently
• Ensure updates are done just before release execution
• Coordinate timing to avoid forced reverts if release is delayed
