Support for implementation and end-to-end testing of persistent volumes in CoCo on Bare Metal

Why this matters

Support for persistent volume is absolutely essential in the case of containers as they are ephemeral. However, confidential containers mandates that these persistent volumes are to be accessed only by the guest and not by the host. 

Acceptance Criteria

Persistent volume enabled for guest workloads only with end-to-end testing completed.
