In a disconnected environment, the OCP workers/masters don't have access to the outside internet. This means that once the OSC operator is installed and configured, it shouldn't try to regularly pull the CAA image, because if it isn't mirrored, it will fail.

A bit of investigation is needed to understand why the CAA image is periodically pulled by the operator.

If the image is being re-pulled because the caa crashes, we need to figure also why it crashed.

This isn't a proper "bug" as mirroring the OSC CAA image fixes the issue.
