Summary: Ensure all release fixes are integrated following proper repository merge order

Description: When close to release, carefully merge the right changes in the right order based on repository dependencies. We push code often, but need to be careful about merging the right stuff in the right order only when close to release.

Acceptance Criteria:

• Review JIRA tickets during team meetings to identify required fixes
• Monitor individual task lists during daily stand-ups
• Review all open PRs in OSC component repositories
• Send Slack message with collected list of open PRs asking team for missing items
• Follow repository merge order based on submodule dependencies: a. Merge kata-containers and guest-components PRs b. Update submodules in cloud-api-adaptor c. Merge cloud-api-adaptor PRs d. Update submodule in sandboxed-containers-operator e. Merge sandboxed-containers-operator PRs
• Confirm all critical fixes are included in release branches
