With https://github.com/confidential-containers/cloud-api-adaptor/pull/2621 we got rid of the useless ssh keys step to be added in the OSC operator.

Such keys are not used for anything, it's just an Azure requirement and adds an useless step for the user.

I think we can backport this PR into OSC downstream.

Important: this feature has to be tested.
