Goal

Implement kustomize-based manifest generation based on spike findings to replace operator-sdk generate kustomize manifests -q.

Acceptance Criteria

• Implement kustomize-based manifest generation per spike recommendations
• Generated kustomize base files are byte-identical to operator-sdk output
• Test locally with current config
• Verify no regressions in generated manifests
• Update any dependent scripts or documentation

• Requires completion of spike: Research kustomize alternative for manifest generation

Deliverables

• Working kustomize-based manifest generation
