The basic crio examples from the Kata Containers upstream do not work on Fedora.

This is tracked upstream in issue #11876.

This was found while investigating why some RPM validation scripts in the kata-containers Fedora packaging were incorrectly succeeding. Apparently, crictl is silently falling back to the default runtime if the kata runtime fails, and as a result, the tests were appearing to work.

The symptom is that the VM starts but then the agent dies with a "Link not found" message that appears to come from this code in the agent.
