Our configuration on konflux has the osc-test-fbc application that is meant to produce a catalog image for the OSC operator. While that catalog image won't be released, it represents a testable build of the operator.

We would like to trigger the prow jobs to run QE tests whenever a new test-fbc catalog image is built.
