Creating kbs-config-cm config map

Scope:

• Update high-level procedure at the beginning of the "Deploying on Azure" assembly.
• Update kbs-config-cm config map to remove 2 insecure flags
• New secret for kbs
  • Might make sense to put all keys/secrets closer to beginning of deployment. I do not recall why we moved Trustee authentication secret and route closer to KbsConfig CR. The internal docs and Workshop docs have the procedures at the beginning, so that order is probably fine.
• Azure only. (Needs to be tested for IBM LinuxONE. Shilpa to create ticket. No need for IBM review of this ticket.)
