Prow CI: step env-cm needs to ignore catalog source images for GA/release

      sandboxed-containers-operator-create-prowjob-commands.sh always inserts a catalog source image into the prowjob yaml it creates.

      sandboxed-containers-operator-env-cm-commands.sh in env-cm will exit with an error on GA version.  It needs to be modified to ignore the image instead.

      sandboxed-containers-operator-env-cm-commands.shhas the changes needed and tested.
