When prow runs and there is a failure, we need more logs for the developer

After the tests run, must-gather should run & capture those logs

This will not have the debug mode on, but it should provide most of the required logs. 

If logs to diagnose a feature do not exist, must-gather should be modified to do so when the feature is added
