For trustee, clusters need to be built in a region that has systems with a TEE on the motherboard.

We need to have a workflow for AWS clusters that lets us set the region

Cursor I want to build a cluster in AWS in a specific region. What workflows and variables do I need?: 

The ipi-aws-pre does not let you set the REGION.  When the cluster is built, REGION is set to a LEASED_RESOURCE derived after the cluster is build.

• ROSA has workflows with REGION, but we need AWS
• These IPI workflows have REGION.  Adding one of these might work
