As a user, I want to be able to see OpenShift Sandboxed Containers (OSC) images in the OperatorHub.

Currently, OSC images are not appearing, and it seems that the sign-index-image and publish-index-image steps did not run in the pipeline. It's unclear whether this is the root cause of the issue.

Acceptance Criteria:

• Investigate why the sign-index-image and publish-index-image steps did not run.
• Determine if their absence is the reason OSC images are not visible in the OperatorHub.
• If these steps are necessary, ensure they are executed and validate whether the issue is resolved.
• If these steps are not related, continue investigating the root cause of the missing OSC images in the OperatorHub.
