OCP 4.19 regression with hot-plugging

      On OCP 4.19, with Kata 3.13 and Kata 3.17, running in a configuration that requires CPU hot plug (i.e. when specifying CPU limits) causes a failure:

      Error: CreateContainer failed: failed to hot add vCPUs: only 0 vCPUs of 2 were added: unknown
      

      In the host logs, we see this for every CPU:

      QMP command failed: Invalid parameter type for 'core-id', expected: integer" hotplug=cpu name=containerd-shim-v2 
      

      This is a regression: the same works with OCP 4.18 according to rhgkurz
