Install GA coco on Azure 4.18, delete trustee/osc

install current pre-GA versions

osc-podvm-image-creation fails when kataconfig is installed

Steps to reproduce

1. Installed osc 1.9.0 & trustee GA on Azure 4.18, ran a coco pod
2. deleted kataconfig, unsubscribed osc
3. removed trustee
4. Subscribe to osc version on-pr-25daf393bf25cb305db64ef9623ad26060c3aa68
5. installed trustee 0.4.0 manually, tested w/ kbs-client.  Working
6. Add INITDATA to peer-pods-cm
7. install kataconfig
8. Continuous failure of osc-podvm-image-creation pod

Also, subscription exposed in pod log
