I believe that AZURE_INSTANCE_SIZES is not very clear in

      https://docs.redhat.com/en/documentation/openshift_sandboxed_containers/1.7/html/user_guide/deploying-on-azure#creating-peer-pods-config-map_azure-web

This should be only an allowlist used by whoever sets up OSC to limit the instance sizes that can be picked, either with AZURE_IMAGE_SIZE or the annotation.

As suggestion on what to write, check the IMPORTANT note in https://docs.redhat.com/en/documentation/openshift_sandboxed_containers/1.7/html/user_guide/deploying-on-azure#creating-peer-pods-config-map_azure-web
