Update project ID (KATA) and components (Documentation).

This updates priority, as well, since HCIDOCS supports "Normal" (and "Undefined"), but KATA does not. New customer issues will begin as High priority and adjusted if necessary in triage.

In case another decision is made concerning this, the priority values are shown below.
