Description

After subscribing to trustee in cluster and creating a route, finish configuring before  creating the kbsconfig

Steps to reproduce

Subscribe to trustee

Create kbs-service route

Create kbs-auth-public-key secret
Create kbs-config-cm
Create rvps-reference-values
Create kbres1 secret
Create resource-policy cm
create security-policy secret
Create cosign-public-key secret
Applied kbsconfig

Expected result

The trustee-deployment pod  get created and starts Running

Actual result

The trustee deployment pod fails to start
