PR https://github.com/confidential-containers/cloud-api-adaptor/pull/2027  has removed the peer-pods controller code from cloud-api-adaptor. The peer-pods limit per node is now advertised by cloud-api-adaptor's daemonset itself.

This change is effective as of CoCo 0.10.0, and needs to be taken into account by the operator when this version of CoCo is used.

This requires removing all references to the peerpodconfig controller in the operator's code.

It also requires to make sure we configure the peer-pods limit per node properly when configuring cloud-api-adaptor. (set PEERPODS_LIMIT_PER_NODE in peer-pods-cm)
