This story is to track the work required to create an RHCOS image layer for CoCo on TDX.

The image will be hosted under https://quay.io/openshift_sandboxed_containers/

quay.io/openshift_sandboxed_containers/kata-ocp416-<minor-version-id>:tdx

If possible the TDX host bits like qgs and pccs should also be embedded into the RHCOS layer and started as systemd units
