CI will upload scratch rpms to the worker nodes in /tmp/kata-container and add installKataRPM true/false to osc-config

I will add installKataRPM to testrun-cm-template with false by default

If installKataRPM == true, g.BeforeEach() will login to each worker node and rpm -Uvh  /tmp/kata-containers.rpm IFF it exists.  If it does not exist, an error will be thrown for all tests
