Based on feedback in PR - https://github.com/openshift/sandboxed-containers-operator/pull/436 and https://github.com/openshift/sandboxed-containers-operator/issues/435 the team have broken this down into two separate items

• Add libvirt configmap creation to the pp-cm-helper.sh in https://github.com/openshift/sandboxed-containers-operator/pull/448
• Extend libvirt image handler to create pool and volume - Move Libvirt pool and Volume creation logic to image handler and also add the volume name and pool name to peer-pods-cm instead of peer-pods-secret for consistency with other provider.
