controller-manager hits OOM at image-creation time

      Description

      This rarely happens in some environments mostly at image generation time, hence, it's not straightforward to reproduce. 

      To avoid this a fix has been introduced upstream, to avoid this issue in upcoming releases it should be ported downstream as well.
