Update Azure base image to RHEL 9.4 CVM

      After the RHEL 9.4 release, update the following variables, in the file “azure-podvm-image-handler.sh”.

      • BASE_IMAGE_OFFER
      • BASE_IMAGE_SKU

      The RHEL 9.4 CVM image on Azure will support both SNP and TDX with the same image. With that, we won’t need to differentiate between SNP and TDX when building the PodVM image.

      Test that image generation continues to work after updating the base image.
