Add feature gate “Confidential”

      Add a new key to the DefaultFeatureGates map, named “Confidential”. Default to false.

      “FeatureGatesStatus[featuregates.Confidential]” must return according to the setting.

      Follow implementation patterns from #394.

      Document:

      • Setting "Confidential: true" activates the feature.
      • A confidential VM instance size must be set before activating this feature, see KATA-2937.
