QE automation: ICSP should be replaced with ITMS/IDMS for peerpods

      For QE to test non-GA  builds, redirection to brew is needed.  An ICSP (ImageContentSourcePolicy)  has been used in the past.  For peerpods the podvm image creation job the ICMP does not work.  In addition, the ICSP is deprecated in favor of IDMS/ITMS (ImageDigestMirrorSet and ImageTagMirrorSet).  Using these, the podvm initialization image can be retrieved from brew.
