There should be one function, getTestrunValues that looks at the configmap and environment variables and returns the merged values

Theses are used in `g.BeforeEach() ` to collect osc-config and OSCS* variables that override the hardcoded defaults in `testrun`, `subscription.` and `kataconfg.`

They are also used to collect osc-config-upgrade and OSCU* variables for 53583 upgrade operator by changing subscription/csv

They will be used for another test for upgrading with a catalog update and not changing the subscription directly. This is how OLM & customers normally have upgrades
