peerpods on azure with machine_type annotations fails

      Description

      Running the 69018 and 68930 tests on azure.  They launch a peerpods workload with annotations.

       

      This works

       

      metadata
        annotations
          io.katacontainers.config.hypervisor.machine_type:  Standard_D8as_v5
      

      These types failed:

      Standard_D4as_v5, Standard_D2as_v5, Standard_D4s_v3 (which is the cluster working nodes type)

       

       

      Steps to reproduce

      1. Install cluster on Azure
      2. install OSC  with peer pods
      3. Install a pod with io.katacontainers.config.hypervisor.machine_type annotation in a new namespace
        1. machine_type is not Standard_D8as_v5

      Expected result

      container gets created

      Actual result
