These files set  go tags explicitly.  We should set strictfipsruntime to make sure defaults don't get overridden.

/home/cmeadors/code/gitlab.cee.r.c/cmeadors/osc-operator/distgit/containers/osc-podvm-payload/Dockerfile.in

In fact all dockerfiles should set this tag so it is clear we are using it.
