In order to ensure compatibility with RHEL 9-based clusters (OCP 4.13), we've updated the base images for the operator containers. They now utilize UBI 9 instead of the previously used UBI 8 - minimal.

<What were you trying to do that didn't work?>
We made the conscious decision to move forward with rhel 9 build when OCP move to rhel9 (4.13) It looks like we missed some changes. The Dockerfile.in files in osc-operator use ubi8 base images for operator, must-gather, and cloud-api-adapter
