Description

While executing the tests through CI noticed consistent failures on kataconfig installation. 

Steps to reproduce

<What actions did you take to hit the bug?>
1. Use OSC 1.4.0-90 
2. Install Operator
3. Install kataconfig

Expected result

the kataconfig installation should complete 

Actual result

Kataconfig installation does not complete

Various OCP nightlies  - reproduced last on 4.13.0-0.nightly-2023-04-29-030345

On both - GCP, Azure
