controller-manager pod crashes: missing peerpodconfig

When I created a kataconfig I noticed that progress was slow and the controller-manager pod was crashing.

1. Install operator
2. create kataconfig
3.

Expected result

<What did you expect to happen?>

kataconfig installs successfully and in a timely manner

Actual result

<What actually happened?>

progress is slow and there are lots of crashes of the controller-manager during the process

Slows installation and clutters logs
