Epic Goal

• be able to deploy peer pod capable operator via OLM

Why is this important?

• It is the basis for all further work on peer pods tech-preview

Scenarios

1. Dev/QE  want to try out peer pods and install operator via OLM as usual
2. QE can run existing tests using this operator build (i.e. not running any peer pod specific tests yet 

Acceptance Criteria

• When I open Operatorhub I see the OSC operator and can create a kataconfig that sets 'enablePeerPods=true'
