When I generated the bundle for midstream for the 1.3.1 release I based in on a branch from master which included code changes not in release-1.3.  This created a discrepancy between the kataconfig and the code, specifically the kataconfigmonitor. 

We are backporting the file generation work that was merged to master to the release-1.3 branch.  I will then regenerate the bundle with from the release-1.3 branch and submit the changes to the midstream repo.
