Change java requirement for tomcat to headless

    Description

      Presently tomcat7 requires java >= 1.6.0 and tomcat8 requires java >= 1.7.0. We should investigate changing that requirement to java-headless to prevent all the extra packages that aren't really required from being installed now that RHEL offers a java-headless package.
